
Emma Reynolds has been appointed as Parliamentary Secretary at HM Treasury and the Department of Work and Pensions on 9th July 2024.
In that position she acts as the Pensions Minister, the difference being the role is now represented across both the DWP and HM Treasury.
She was elected as the MP for Wycombe in July 2024.

The pension minister traditionally is responsible for:
- pensions policy, state pensions and Pension Credit
- private pensions, automatic enrolment and the National Employment Savings Trust (NEST)
- The Pensions Regulator, Pension Protection Fund, Financial Assistance Scheme, The Pensions Advisory Service and the Pensions Ombudsman
- Fuller Working Lives
- Winter Fuel Payments and Cold Weather Payments
- child maintenance
This new appointment extends beyond the Department of Work and Pensions.
I have long thought that having a pensions role that spanned DWP and HMT made a lot of sense.

What are the major things for payroll to be prepared for pension change?
Pension change announcements in recent years have been made very late in the day for application into payroll software and employer pension scheme rules designs. We will have to see if things change with better planning and notice being given.
We are already aware of legislation being in place to revise the application of Pensions Auto-Enrolment with potential removal of the trigger and lower threshold points, also the dropping of the current age point start below age 22.
With employment changing over the past decades with the concept of job for life almost disappearing, the task remains to progress the pensions dashboard. A formidable task considering the multi-vast different formats and technologies of pension management between providers. Often it feels like no two provides operates in the same way.
Many face small pots of pension savings that span their career being held in a variety of differing schemes.
Let’s hope for a much brighter and more coordinated means of future progression.
