
The National Minimum Wage (NMW) audit teams from HM Revenue and Customs (HMRC) have caught and fined another 491 employers across the United Kingdom for underpaying their workers for a variety of reasons. Some are well known household brands.
Large numbers of employers are struggling to understand their obligations to their workforces to pay them properly for time worked. NMW is not just about an hourly rate!
The Department for Business and Trade (DBT) have issued their Round 22, 17 October 2025: Educational bulletin – Paying the correct rate of National Minimum Wage.
This bulletin includes some more general statistics regarding breaches of National Minimum Wage legislation in this naming and shaming round.
So where in the UK?

The 491 employers named as being in breach have been mapped out in accordance with businesses trading address. Of course these addresses may not reflect the actual place where the underpayment breach actually took place as they reflect headquarter/registered type locations.

In number terms this breaks down to businesses registered in the following regions of the UK:
